Basic Income and Discretionary Time in Korea: Focusing on Comparison within Gender

This study examined how basic income could contribute to enhancing women¡¯s discretionary time. Using the 17th data of the Korean Labor and Income Panel Study(KLIPS), the current status of discretionary time was assessed for employed workers aged 19 to 64, and after a monthly basic income of 300,000 won was paid, the effects of increasing discretionary time and reducing the gender gap were compared. The results are as follows. First of all, the discretionary time difference between men and women was huge in our society. Second, basic income greatly expanded women¡¯s discretionary time than men. Third, the basic income has significantly increased the discretionary time of women in single-parent households. In particular, while the discretionary time of married women without preschool children and spouses increased the most, the effect of increasing discretionary time on women with preschool children and spouses was relatively modest. Lastly, basic income cannot in itself address gender inequality. These results show that it is difficult to reduce the double burden of women¡¯s productive and reproductive labor with basic income alone. The impact of basic income on gender equality can be offset if ¡®caring with¡¯ is not practiced through degenderization and socialization of care. Therefore, active realization of an integrated policy package for autonomy and equality in paid and unpaid care work should be accompanied by the payment of basic income, which is an essential condition for the realization of gender justice.
